Can apartments ignore the lease when it’s not in their favor?

We have a charcoal grill that we use occasionally in the yard a safe distance from the building. We’ve gotten two lease violations and were told that charcoal grills are not allowed. The lease clearly states “Use of charcoal barbecue grills or chimineas on balconies or patios is prohibited”. Since we do not use it on our patio I do not think that we are violating the lease.

The property manager told me that they sent out a newsletter in April that stated that the use of charcoal grills is not allowed. However, I do not think that a newsletter trumps the lease.

Does anyone have experience with this or know about relevant laws that would apply in this case? Can they really just make up rules along the way or interpret the lease to their benefit? Is this ***** just on a power trip? She gave me the number of the next higher up person; the Area Director; and told me to bring it up with him. I haven’t yet.
